CONSTANT Barking

My male teacup Maltese is over 8 years old and we moved to sunny Queensland 12mths ago. He came to a 1 room house with big backyard and another older Staffy male dog. All o.k. 3mths ago I went away for 2 weeks, old dog had died just before I left and when I came back, family had a new 7week old Staffy male pup. My dog doesn't get on with him as he is very energetic and jumps on him and bares his teeth. My Malty reacts by barking, growling and snapping at him--- he was so bad he had lost his voice and could only whimper and now he also barks non stop if I go out or even if I go to the bathroom or garden ( where he can hear me,but not see me). Would the citronella anti bark collar work on him or should I get a different type? He is not a naughty dog, he just is over anxious if he can't see me and it is driving us all to distraction.
